Ministry of Finance and Economic Planning
The Ministry of Finance and Economic Planning is the main government body responsible for managing the national economy in Sudan, headquartered in Khartoum, with its official website www.mof.gov.sd. According to its official website, the Ministry is concerned with managing public finances: preparing the state's general budget, supervising the collection of public revenues (taxes and customs through its affiliated agencies), managing public debt in coordination with the Central Bank of Sudan, directing public spending and monitoring public funds, and representing Sudan financially in regional and international forums.
Historically, the Ministry's role stood out in pivotal economic files: in 1978, as Sudan faltered in paying its external debt obligations, the Ministry of Finance was made the sole central body responsible for collecting external debt information, and in 1979 an external debt management unit was established within it. In 1999, as the Sudanese financial system operated according to the principles of Islamic finance, the Ministry issued Government Musharaka Certificates (GMC) with the aim of financing the budget deficit from domestic savings. After the secession of South Sudan in 2011, the Ministry — then called the "Ministry of Finance and National Economy" — announced a three-year emergency program (2011–2013) to mitigate the effects of losing oil revenues on the general budget and the balance of payments.
The Arabic encyclopedia indicates that Dr. Gibril Ibrahim has held the Ministry since July 9, 2020. After the outbreak of war in April 2023, the Ministry worked from Port Sudan, then returned to carry out its duties from Khartoum — according to the Ministry's own media.
