Sudan Civil Aviation Authority
The Sudan Civil Aviation Authority (Sudan Civil Aviation Authority — SCAA) is the government body competent to regulate civil aviation in Sudan, and its headquarters are in Khartoum, temporarily relocated to Port Sudan during the ongoing war.
The institution developed through organisational stages from a government department to a public authority and then to an independent authority, and it works under the supervision of the Ministry of Defence in aspects relating to the sovereignty of Sudanese airspace and its joint use with military aviation. According to statements by its former Director General, the Authority was established in its current form under the 2018 Act, while the aviation sector in general is regulated by the Civil Aviation Act of 1999.
The Authority undertakes the tasks of aviation safety and security, and air traffic management through the Air Navigation Centre — whose establishment was recommended at the 1996 conference and which was built on an area of 25,600 square metres east of Khartoum International Airport under a contract signed with a Chinese company on May 3, 2005 — in addition to registering aircraft and licensing airlines and airports, chairing the National Search and Rescue Committee, and investigating aviation accidents through its competent central administration.
Among its milestones: the "3×3" strategy to enhance aviation safety, liberalise the airspace and operate airports economically, the launch of the National Aviation Safety Programme in August 2014, and the entry into force of the "SUCAR" regulations, Part 19, in June 2015. Sudan is a member of the International Civil Aviation Organization (ICAO), and the Authority affirmed before its Assembly its commitment to international standards despite the challenges of the war.
